Overview

The Research & Academia Cluster is one of the five core clusters within NECDA, dedicated to strengthening the evidence base that drives Early Childhood Development (ECD) policy, programming, and innovation in Uganda. 

We unite universities, research institutions, and academic leaders to advance inclusive, child-centered research that reflects the realities of Uganda’s youngest learners. Our work focuses on ensuring ECD research is rigorous and responsive, capturing dimensions like age, disability, gender, and context. 

Why Research and Academia Matters

Research and academia are vital for building the strong evidence base needed to shape effective Early Childhood Development (ECD) policies and programmes in Uganda. By uniting universities, research institutions, and academic leaders, we ensure that ECD research is inclusive, child-centred, and responsive to Uganda’s unique context. High-quality evidence helps us understand the diverse realities of young children across age, disability, gender, and communities so that policies and services can truly meet their needs. Ultimately, rigorous research drives better decisions, continuous learning, and innovative solutions for Uganda’s youngest learners to thrive.

What We Do

Research and Academia Cluster

This cluster brings together research institutions to generate data, evaluate ECD interventions, and ensure policies are informed by evidence.

Research Generation

We develop and implement a shared ECD research agenda that reflects national priorities, sector gaps, and community needs. 

Policy Analysis

We conduct situational analyses of policy frameworks and service delivery to inform responsive reforms. 

Capacity Building

We provide professional development for ECD practitioners, researchers, and decision-makers—bridging the gap between research and implementation. 

Knowledge Dissemination

We organize conferences, workshops, and publications to share best practices and emerging evidence. 

Regional and Global Linkages

We connect Uganda’s ECD research ecosystem with continental and international research platforms.

Research and Academia Governance

Cluster Membership

Membership is open to: 

  • Registered research institutions and academic bodies 
  • Universities with ECD departments or relevant faculties 
  • Organizations recognized by national authorities and aligned with NECDA’s mission

The Research Cluster is coordinated by an Executive Committee of 5 elected member organizations and one ex-officio government representative. The committee includes: 

  • Chairperson 
  • Vice Chairperson 
  • Secretary 
  • Two Committee Members 
  • One Government Representative

Leadership is rotational every 2 years. The Chairperson and Secretary represent the cluster on the NECDA Steering Committee.
