NECDA operates through five thematic clusters, each focusing on a critical ECD area.
Early Childhood Care and Education

Learning Starts Early

The ECCE Cluster is dedicated to expanding access to quality early learning for all Ugandan children. It unites organizations driving early childhood education to ensure readiness for school and lifelong success.

Parenting

Empowered Caregivers, Thriving Children

This cluster supports caregivers with tools, knowledge, and community support to provide nurturing care during the most critical years of a child’s life.

Child Protection

Protecting Every Child's Right to Thrive

Focused on safeguarding children’s rights and well-being, this cluster strengthens systems and advocates for protective environments in homes, schools, and communities.

Health and Nutrition

Survival, Growth and Development

This cluster integrates child health and nutrition efforts to promote physical development, reduce child mortality, and align with Uganda’s RMNCAH+N priorities.

Academia and Research

Evidence that Drives Change

This cluster brings together research institutions to generate data, evaluate ECD interventions, and ensure policies are informed by evidence.

How We Work

Connecting Clusters, Coordinating Action, Catalyzing Change

NECDA operates as the central coordination hub for Uganda’s ECD ecosystem, bringing together diverse thematic clusters under one unified framework. We ensure alignment, synergy, and collective action toward national ECD goals through structured collaboration, shared governance, and technical support. Our approach strengthens coherence across actors and elevates early childhood priorities at both the community and national levels.

Facilitating Inter-Cluster Collaboration
We convene regular joint planning sessions and meetings to promote cross-cluster dialogue, problem-solving, and coordinated action.

Inclusive Governance and Representation
Each cluster has a voice in NECDA’s decision-making through representation on the Steering Committee, ensuring transparency and shared leadership.

Operational Support through the Secretariat
NECDA’s Secretariat manages day-to-day coordination, documentation, and engagement with national policy processes and partners.

Shared Standards and Learning
Clusters operate with aligned Terms of Reference, common work plans, and reporting tools—enhancing accountability, capacity building, and knowledge exchange.
